Johan Vibe

Johan Vibe joined NOREF as Director in August 2025. He has extensive experience in working on peace, security and conflict resolution, including facilitation initiatives in Europe, Central Asia and Latin America. During his tenure in Bogota from 2016 to 2018, he represented Norway as guarantor country for the implementation of the peace agreement between the Government of Colombia and FARC. He joined the Section for Peace and Reconciliation at the Norwegian Ministry of Foreign Affairs in 2005 and assumed the role of Deputy Director General of the section until 2009.

Johan has previously held senior positions in the Norwegian Foreign Service, including Ambassador in Rome (2021-25) and Madrid (2012-16), Head of Mission in Havana (2001-05), as well as Advisor and Special Advisor in the cabinet of the Foreign Minister (1997-2001).

Earlier diplomatic missions include serving as DCM at the Embassy in Washington DC (2009-12), being member of the Norwegian delegation to NATO (1995-97) and being posted in Costa Rica/Central America (1992-95).

Johan joined the Norwegian Ministry of Foreign Affairs in 1989 after graduating from law school at the University of Oslo. His working languages are in addition to Norwegian, English, French, Spanish and Italian.
