NOREF Norwegian Centre for Conflict Resolution is an independent foundation that works to prevent, mitigate and resolve international conflicts. NOREF initiates conflict diplomacy and supports the peace and reconciliation work of both Norway and other actors.

NOREF's ambition is to be a leading non-state actor in international conflict diplomacy and a key contributor to Norway's peace and reconciliation efforts.

Building on a firmly established Norwegian tradition

NOREF’s conflict diplomacy builds on Norway’s long-standing engagement in dialogue, peace, and reconciliation efforts. Our work is premised on the conviction that conflicts are best resolved through political talks and inclusive negotiation processes. In an increasingly polarised world, where old and new conflicts are ignited both across and within national borders, and masses of people flee war and oppression, conflict diplomacy is more difficult than ever – but arguably even more important. Working towards a more stable and more peaceful world is at the core of the global fight against poverty, inequality and climate change. A more just and equal world where dialogue and common solutions serve as tools to reduce or stop conflict and further improve the global condition is also a world in which Norway’s security and national interest are best served.

Conflict diplomacy thus remains key to improving the lives, security, and prospects of people suffering from the consequences of war and conflict. The world is marked by a range of issues and situations where conflict diplomacy is needed – from work on curbing and de-escalating great power rivalry to addressing the many smaller and more forgotten conflicts of the world. NOREF contributes in both areas – either alone or with like-minded partners.

Conflict diplomacy requires patience. Norway’s engagement with and support to this field has been endorsed across the national political spectrum for more than three decades, and as the only Norwegian non-governmental actor in this field, NOREF is a reliable partner for conflict parties around the world.

Our aim is to enable conflict actors to find political solutions, or ways to manage, conflicts, and to mitigate risks of escalation. Perspectives and participation from traditionally marginalised and under-represented groups – such as women and young people – are important for this aim to be achieved in the best possible way.
