Øystein Skotheim

Øystein Skotheim is adviser on NOREF’s Middle East and North Africa Programme. Prior to joining NOREF, he was a lawyer at Arntzen de Besche where he specialized in energy law. His experience also includes capacity-building measures in the Middle East. Øystein has extensive experience from Norwegian politics and has worked as political adviser for the parliamentary group of the Norwegian Labour Party. In parliament, he was the party’s adviser on refugee and immigration issues. He is an international law specialist with a Master of Laws, as well as BA in Asia and Middle East Studies from the University of Oslo. He is also an Arabic speaker.
