Omar Cortés is a Captain of the Colombian Navy retired. He is a naval engineer who specialised in electronics, major staff, defence and national security. He has a master’s degree in Political Studies from the Pontifical Xavierian University in Colombia. He was a member of the Technical Subcommittee for Ending the Conflict in the peace talks in Havana. He has spoken at conferences at King´s College London, the Basque Country’s Social Forum and Harvard Kennedy School, among others. Since 2017 he has been a consultant for the UN Verification Mission in Colombia.
